UK firefighters start on the Development rate (£30,384) during their training and operational competence-building period. This typically lasts 2–3 years, after which firefighters move to the Competent rate (£38,881) — an uplift of around 28% — on confirmation of full operational competence by their Fire and Rescue Service.
The Development rate is paid throughout initial training (typically 14–16 weeks of basic training) and the post-training operational period until confirmation. There is no separate "Trainee" pay step in the current NJC Grey Book — the Development rate is the starting point.
CPD (Continual Professional Development) payments of £425/year are not paid at Development; they start once Competent. PAO (Pre-Arranged Overtime) at 1.5× basic hourly rate is available during Development.
