The Watch Manager is the senior supervisor of a single fire station watch — responsible for crewing, training and operational performance of the team, and acting as Incident Commander on routine incidents. Watch Managers sit above Crew Managers in the NJC role map and below Station Managers.

Three progression pay points reflect operational experience: Development (£44,038) for newly-promoted Watch Managers, Competent A (£45,260) on confirmation, and Competent B (£48,202) after further service.

Watch Managers receive CPD £425/year once Competent, and are eligible for Pre-Arranged Overtime (PAO) at 1.5× basic hourly rate. Some Watch Managers on the on-call rota also receive the FDS (Flexible Duty System) allowance of 20%, though FDS is more typically paid at Station Manager grade and above — check your FRS's local arrangements.

Frequently Asked Questions

What is the Watch Manager salary in the UK?
In England & Wales, the NJC Grey Book Watch Manager salary ranges from £44,038 (Development) to £48,202 (Competent B), effective 1 July 2025. CPD adds £425/year once Competent.
What is the difference between Competent A and Competent B?
Competent A is the entry-competent rate (£45,260). Competent B (£48,202) is paid after a period of substantive Competent service, typically defined by your FRS. The progression is service-based rather than performance-based in most services.
Do Watch Managers receive FDS?
Some do, some don't — FDS is typically paid to management ranks (Station Manager and above) who are on the formal on-call rota. A small number of Watch Managers on rota duties also receive FDS, which adds 20% of basic pay. Check with your FRS for local arrangements.
Can Watch Managers claim PAO?
Yes. Watch Managers are eligible for Pre-Arranged Overtime at 1.5× basic hourly rate (£30.17–£33.02/hour depending on pay point). PAO is pensionable under FPS rules.
What pension scheme are Watch Managers in?
Most active Watch Managers are in FFPS 2015 (CARE). Watch Managers with long service may have FPS 1992 or FPS 2006 benefits for prior service. The calculator supports all four schemes.
